Pamela is an environmental engineer/leader/activist who believes in taking the “road less traveled” as evidenced by her history, passionate work in environmental management and public policy, emergency management and ongoing efforts to diversify science and engineering. A native of Jackson, MS, Pamela is a Program Manager for the Tennessee State University GLOBE Program and Environmental Studies/Science Consultant for other universities . She heads Bingham Consulting Services of Silver Spring, MD. She provides project management expertise and comprehensive environmental management and policy solutions that integrate environmental science, engineering, technology, education, and effective community communication and participation. She has over 25 years of experience addressing issues such as environmental compliance, environmental justice/health, brownfields redevelopment, emergency management/natural disasters and public participation.
Ms. Bingham has served as a member of an Interdisciplinary Team on Urban Climate Variability with Tennessee State, Community Outreach Coordinator, (Petersburg, VA) Wellness Engagement Project, Virginia Commonwealth University/Pathways community organization; Environmental Science and Policy Instructor, Role Model, and Mentor, National Hispanic Environmental Council Summer Institutes (California, New Mexico, New York); Consultant, NOAA Office of Education Educational Partnership Program/Minority Serving Institutions (Silver Spring, MD); Special Research Associate to Dean of Math, Science, and Technology at Elizabeth City State University (Elizabeth City, NC); Howard University Continuing Education Urban Environment Institute. Annual HBCU (Historically Black Colleges and Universities) Summer Faculty Geographic Information Systems (GIS) Workshop Coordinator (Silver Spring, MD and Washington D.C.) ;Planning Committee Consultant/Facilitator, FEMA Mid-Atlantic Regional Workshop for Historically Black Colleges and Universities (HBCU’s) and Local Communities. (Washington D.C.). She served as Bioterrorism Preparedness Grant Project Manager for the Environmental Health and Bioterrorism Task Force of the National Medical Association, the nation's oldest medical association advocating the interests of more than 25,000 African-American physicians and their patients including equitable health care for all. Ms. Bingham directed and expanded a national GIS (Geographic Information Systems) consortium for HBCU’s at Howard University for six years. In 2005, this Jackson, MS native’s road led her to tackle the challenges of post-Hurricane Katrina recovery in Mississippi and New Orleans. Since 2005, she has organized African American engineers, students and other professionals to aid the Gulf recovery. Moving to New Orleans for two years, she was a subcontractor for the Unified New Orleans Plan and Clinton Climate Initiative New Orleans Director. She provided technical assistance to local leaders; helped develop energy/environmental policy; and continues to organize minority efforts in emergency preparedness and management for the Mid-Atlantic/Southern United States.
Ms. Bingham is a very active Girl Scout leader and STEM volunteer in the Girl Scouts Commonwealth of Virginia and Girl Scouts Council of the Nation's Capital. She is also a Life Member of the National Society of Black Engineers and member of the Environmental Engineering Special Interest Group. past officer of the D.C. Council of Engineering and Architectural Societies (DCCEAS), past Board of Directors member and Diversity Chairperson of the American Society of Civil Engineers National Capital Section, and past President of the National Society of Black Engineers Alumni Extension (NSBE AE). Other clients have included Howard University, Prairie View A&M University, Elizabeth City State University, City of Jackson, MS, City of Prairie View, TX, and Malcolm Pirnie, Inc, a notable environmental consulting firm. Her professional experience includes past affiliations with Johns Hopkins University, Booz Allen and Hamilton Inc., Florida Power Corporation, Walt Disney World, Shands Hospital/UF, and Philip Morris USA.She has been a graduate student fellow/ ECO intern at the U.S. Environmental Protection Agency and has worked with other federal agencies including the Departments of Energy, Interior (including the U.S. Geological Survey and Office of Surface Mining), Transportation, FEMA, USDA and National Capital Planning Commission. Ms. Bingham has a B.S. in industrial engineering from the University of Florida where she has been the only Black woman Student Body President to date. She holds a graduate certificate in business leadership development from Johns Hopkins University with additional study in environmental science and policy.
